Excellency's letter of the 31st March, 1931,

No. 1331/1930.c. regarding a proposal to hand over to the Imperial and International Communications Limited an area of land in the New Territories

for the purpose of erecting a commercial wireless station, and to acquaint Your Excellency that, in view of the important considerations involved, I have

referred the matter to the Commander-in-Chief,
